Cyprus Golden Knowledge Program

The Golden Knowledge Program in Cyprus is a set of relaxed citizenship rules introduced through the 2023 amendments to the Civil Registry Law, 141(I)/2002.

This new framework is designed for highly skilled foreign professionals working in research, innovation, and technology sectors.

 Eligibility for Cyprus Citizenship

Under the new conditions, it is possible for highly skilled professionals to obtain Cyprus citizenship if they meet one of the following criteria:

  • Five (5) years of lawful residence within the last 10 years in Cyprus, along with a certificate of Greek language proficiency at level A2.

OR

  • Four (4) years of lawful residence within the last 10 years in Cyprus, coupled with a certificate of Greek language proficiency at level B1.

Additionally, applicants must demonstrate:

  • Financial self-sufficiency
  • Adequate living accommodations
  • Good moral character
  • A clean criminal record
  • Knowledge of the current social and political situation in Cyprus

Furthermore  applicants are also required to maintain continuous residence in Cyprus for 12 months before submitting their application. Absences of up to 90 days are permitted during this period.

 Citizenship for Family Members

Family members, such as a spouse, civil partner, or dependent adult children with disabilities, may also apply for citizenship, provided they meet the residency requirements.

 Language Proficiency Levels

  • Level A2 represents elementary Greek knowledge.
  • Level B1 signifies intermediate Greek proficiency.

 Legislation

The relevant legislation for the program is the amendment to the Civil Registry Law, known as 149(I)/2023.

 Timeline

The Golden Knowledge Program offers a streamlined process, with applications typically taking around eight months to complete.

 Program Objectives

This program is distinct from the now-defunct “Golden Passport Program.” Its primary goal is to attract and retain talented individuals who can contribute to Cyprus’s knowledge economy.

Research and technology companies contribute over 3 billion euros annually to the Cypriot economy, with locals occupying around 70% of available positions. The government aims to further encourage growth in these sectors by promoting the program.

 Legislative Discussions

During the legislative discussions, a proposal to limit the number of available citizenships to 4,000 was considered but ultimately rejected.

 Additional Rules Under Law 149(I)/2023

The amendments also address applicants who are not highly skilled workers. For these individuals, the requirements remain similar, except for the residency period. Non-skilled applicants must have resided lawfully in Cyprus for seven (7) years within the last ten (10).
